As of now, only an admin will be able to share a canned response with other agents. This can be done by choosing the Visibility of the Canned Responses to All Agents (Admin > Agent Productivity > Canned Responses > Edit). However, members with role as Agents, will not be able to share a canned response to other agents on the account.
